Leadership either says that growth is possible and you need to build up your skillset, or that they are "working on it" and "know it's an issue" while not making significant progress. - Contractors are frequently hired to save on costs, many times leading to subpar work. - Lots of employees don't stay for even a year, which isn't reassuring to clients.
