Senior management is rude to your manager by not turning up to visits that they said they would. Your manager has to cope with a policy of fewest-possible-staff which means that any imperfect situation, e.g. somebody on holiday or off ill, results in the remaining staff being overworked. This company policy puts undue stress on the staff, and is the reason for the high turnover.
