Promotions and career path isn't limited to any one department. Allstate regularly scouts people from all the different departments to bring them over to Home Office for temporary assignment as a way to nurture one's career.
Minpunten
Salary compensation is lower than other insurance companies. No bonuses either. They focus on "total compensation" which includes the medical benefits, 401k + pension plan and generous time off. However, for younger employees, it's hard to justify a better retirement package when they are just starting their careers.
