The pay is well below the average for a given job description. The medical insurance is a bit "shady", they like to cover one dollar for things just so they can say it's covered but they don't have to pay. There is an air of stagnation and lethargy that is difficult to rise above. Efficiency is not rewarded at all, so the only motivation for progress must come from within. There were promises made during the interview process that turned out to be empty.
