ICF is rigid in it's review cycle and generally refuses to provide reviews except on their schedule. Agreements for salary increases due to security clearance increases were reneged on due to "organizational changes". ICF is one of the only consulting companies I've seen that doesn't allow for a 2-week pay period to let you flex your hours w/in a 2 week window.
