They underpay their junior staff and don't seem to be concerned when the best employees leave after 2-3 years. Mid-level staff works long hours to meet quick deadlines and mentor junior staff. ICF has a track record of buying up smaller successful businesses to assimilate their business and expert staff. This results in there being extra levels of management and frequent changes and reorganization.
