Executive Management reduces year end performance evaluations after evals have been disseminated to workforce then forces middle management to become messenger of the reduction of evaluations. Reduced evaluations have direct impact on compensation increases. One year executive management dictated average performance rating per department. Goes outside firm to fill higher level position.
