Product, design and tech decisions are made at engineering management and c-level. Quick and dirty solutions are preferred, always. There are no product people, design and devs don't participate in the ideation phase, and there's no room for feedback during the development phase. Management is bending the concept of agile development quite a bit. There is a strong push for "velocity" - a couple of weeks at best for any feature or change.
