This incompetence mostly involves low communication with contractors and next to none with contracting bases, but at extremes, includes direction to employees to disregard formal DoD procedures. Might be good for seasoned contractors who know what's normal and what's not, but if you don't know what handling of government property is acceptable and what isn't, following Reef's instructions could leave you legally liable.
