In some engineering support structures people would not work with you unless directed by their immidiate manager, and would drag their feet thereafter thus impeding progress. No such problem within the engineering community. Too many mid-tier managers are related through family or relations outside company structure. Too many seasoned employee are "retired" in their existing positions, not willing to maintain pace with technology. At least in this group, too many promotions and large purchase approvals correlate with "bootlicking" and playing golf with the head of the group.
