      I think there is a lake of communication between the consultant team and technical team , a perfect management procedures is to keep all stuff connected with each others for a highly performance . up and down plan is an oldest way for leading and manage stuff , and its really proven failure but down and up planning is a greatest way for achieving targets , there are many ways for sharing stuff to get a perfect operational plan like weekly meeting , brain storming , write proposals and so on then manager can select an appropriate directions by his management expertise. so planning , delivery schedule , what was done , what is the next step is not a secret things because we will join to do it sooner or later
