business development is the responsibility of the same pepole who are fully engaged in client delivery - once you've hit the associate level, you are expected to do a great job delivering to the client and can only make it to the Sr. Associate level with a large focus on bringing in business (and this does not mean just doing a great job for your client. Although follow-on work is appreciated, the icing on the cake to Sr. Associate is breaking into new markets).
