Every decision has to be cleared with Japan and they are extremely risk adverse and there are often conflicts of interest on business priorities. Most of all, communication among the ranks and direction to the works is often unclear and muddled. Often what is said in the town halls isn't really what is going on behind closed doors and the vision of the company is described in platitudes instead of real concrete plans.
