HR is either pushed to excecute too many things at once or choose to but either way it's completely unorganized, doesn't make sense, or is completely missing the mark. Previous HR leadership cared about employees and left because CEO and Head of Finance refused to do right by the employees. Current HR leadership just does whatever the CEO wants. United States marketing and sales leadership openly stated that India talent is not "up to par" and so they would move job openings to United States. India leadership expects United States employees to adhere to 24/7 availability. Almost a million dollars were spent during a "financial crush" to send marketing and sales to Cannes. Stories were later shared that everyone (including the CEO) there had a great time drinking all of the Rosé that was purchased. Then the following week - layoffs. How does that make sense? Leadership is never honest. Tons of bias within the company. Again, unless you are a "chosen one", you are in for an up hill battle.
