Company seems to be using attrition to drive down IT costs, which means that every time someone leaves, existing positions get more complicated & have more responsibilities. Even mid-level managers are being squeezed and don't have the time they should have to devote to employee interactions. To offset the staffing reduction, they have offshored some positions, justifying it by saying it keeps them from having to hire people now that they will need to lay off later.
