NCIS answers to multiple "customers" and is unable to focus their identity, which is also subject to the whim of Navy leadership in regards to funding. To appease these customers, the agency has turned from human focused investigations with trust in employees to metrics and checklist based cases which answer the data calls and satisfy statisticians. Agents are pawns in the numbers game, and everyone knows pawns are the first to be sacrificed!
