There are too many bottlenecks to getting work done. Poor time management by seniors. Wasted time. Staff seem to spin their wheels repeating the same work over and over. Indecisive leaders. Lack of clear direction. Too many emails sent daily.

As with most developer positions there are periods of crunch, and the pay could reflect a more accurate industry rate.
