Upper management & HR. The company has a good set of values and processes but unfortunately don't follow them. The culture is "whoever shouts the loudest" meaning if you don't, you're bullied, discriminated and your concerns dismissed. all of this with HR supporting the bullying and sweeping things under the carpet. Grievances are dismissed and due to the intimidating nature of higher staff, you're too scared to whistle-blow.
