There are some politics, some people think that if they own stuff they have job security - thus they are not open to share knowledge and information and would not appreciate suggestions to use best practices, especially if they are given by someone in lower position. Also security is strict, as it should, since data leaking would be something unpleasant. Finally the pace of the company is slow, combined with the mentality i described above, it sometimes feels more like a bank and less than a technology company.
