Upper Management is focused more on smoke and mirrors than actually built applications. Contractors are sometimes more trusted than internal teams. Too many initiatives prioritized at the same time. Constant rush / flux leaves people feeling demotivated. Large Enterprise IT is extremely slow for on-boarding and draconian with some rules.
