Because they wanted to scale up fast due to an government audit observation that they forgot that talent is important. So they took the easy path, they hired managers who were asked to go from their previous organization. These folks could join early. This set the rot in the system from the top. 2. HR is only on paper so don't expect anything. 3. Boeing 737 Max will have a definite impact on the viability of this unit. Because when the HQ starts ways to increase their bottom line, this unit will be on the top list because none of them create any impact. This is in case if you have an offer and planning to join.
